This Invitation for Bid (IFB) is for acquisition of laser upgrades
under a requirements contract at USAYPG. The IFB will be a 100%
set-aside for small business concerns under Standard Industrial
Classification Code 3827 (500 employees or less). The contractor shall
provide all management, supervision, labor, equipment, material and
transportation required to fabricate and install modular subsystem
upgrades to six Precision Automated Tracking Systems (PATS). A
prototype will already be installed at one laser sight at USAYPG and
will require refurbishment or remanufacture to production status. All
design documentation, including prints, manuals and software will be
made available to the successful Contractor. As part of the production,
the Contractor shall integrate the original and upgraded system manuals
to for a complete set of documentation. The production contractor must
possess knowledge and experience with ``Nd:YAG Laser Tracking Systems
and C software programming language.'' It is anticipated that a 1-year
requirements contract with 4 1-year options will be awarded. The
following production quantities are estimated throughout the life of
the contract: (1) Computer (Interface and Control Unit (ICU))/Software
Subassemblies - 6 each; (2) Circuit Card Assembly (CCA) for ICU -4
sets (12 each set); (3) Attenuator Subassemblies (includes field
installation/checkout) - 6 each; (4) Attenuator Subassemblies (no field
installation/checkout) - 3 each; (5) Boresight Alignment Subassemblies
(includes field installation/checkout) - 6 each; (6) Boresight
Alignment Subassemblies (no field installation/checkout) - 3 each; (7)
Receiver Subassemblies (includes field installation/checkout) - 6
each; (8) CCA for Receiver - 6 sets (4 each set); and (9) Engineering
and Software Support - estimated 320 hours. All responsible small
business sources shall be considered. Telephone requests for the IFB
