703/875-1023 The U.S. Agency for International Development (USAID) is
issuing a solicitation for a one-year contract for 250,000,000 52mm
condoms; this contract shall have a within-year option to increase the
contract by up to another 300,000,000 52mm condoms; this contract
shall also have an option to increase the contract by up to 15,000,000
49mm condoms. A small business set-aside contract for 20,880,000 52mm
condoms shall be considered; this contract shall have a within-year
option to increase the contract by up to another 20,880,000 52mm
condoms. Two one-year options shall be included for the non-set-aside
contract and for the set-aside contract as per year one, except that
the within- year option to increase the non-set-aside contract for 49mm
condoms shall be by up to 245,000,000 49mm condoms during each of the
two option years. Production shall be delivered in uniform monthly
allotments. The condoms shall be manufactured in accordance with USAID
specifications as provided in this solicitation. The condoms shall
have a USFDA-approved 510k or have been in the U.S. market prior to the
medical device amendments to the Federal Food, Drug and Cosmetic Act as
amended in 1976. The condoms must be manufactured in the U.S. to meet
USAID source, origin and componentry regulations. Subcontracting with
Gray Amendment entities: No less than 10 percent of the total value of
the contract will have to be subcontracted to Gray Amendment entities
(U.S. socially and economically disadvantaged, including women-owned
businesses; Historically Black Colleges and Universities; U.S. colleges
and Universities with at least 40 percent Hispanic American students;
and U.S. Private Voluntary Organizations controlled by socially and
economically disadvantaged individuals including women. To help
identify potential subcontractors, a list of all organizations
requesting a copy of the solicitation will be sent with each
solicitation document. Organizations are encouraged to indicate whether
they are Gray Amendment entities when requesting the solicitation and
may indicate that they do not wish to be included on the list. By
providing the list, USAID does not endorse the listed organization as
being capable of carrying out the activity, nor does USAID verify the
claimed status of the organizations. Necessarily the list will contain
the names of only those organizations known prior to the issuance of
the solicitation document. RFP will be issued no less than 15 days
after publication of this synopsis and will close June 30, 1995. Those
interested in receiving a Request for Proposal should send a letter
referencing this notice along with 3 self-addressed mailing labels.
Telephone or fax requests for RFP's will not be honored. All RFPs will
be mailed through the U.S. postal service. RFPs will not be expressed

During the first 15 days of the response period, USAID will accept
written requests for clarification regarding the solicitation. The
responses to these queries will be disseminated to all parties who

the RFP can be downloaded from the Agency Gopher. The Gopher address is
