officer for this project is Ronald Miller. Provide for the design and
construction of an addition to existing Building 1093, an enclosure
(metal siding to match existing) to house a radar test range capable of
accommodating large ground-based phased array radar antennas of up to
20 feet in dimension, operating at frequencies of 1 to 12.4 GHz and
capable of controlling beam steering of antennas with control software
written in a multitude of languages. The enclosure will contain; fire
protection, HVAC, lighting, etc. This is a design/build project; the
offeror chosen will complete the design and construct the facility. The
Acquisition method is negotiated procurement. A technical and cost
proposal will be required. Evaluation by the Government will result in
selection of a firm that represents the best advantage to the
Government. Large businesses competing for this project must comply
with the FAR 52.219-9 clause regarding the requirement for a
subcontracting plan on the part of the work it intends to subcontract.
The recommended goals for subcontracting are 60.3% small business,
9.8% for small- disadvantaged business, and 2.9% for small
business/woman-owned. A firm that submits a plan with lesser goals must
submit written rationale to support goals submitted. Questions on

Plans and specifications available on or about 31 May 95 at a cost of
$35.00 for specifications (text only); Non-refundable. Payment by

Finance and Accounting Officer, USAED Sacramento, must be received
prior to issuance of your order. Payment must be submitted with order
