contracting officer for this project is Ronald Miller. Revitalization
of 144 Junior Enlisted single and multiple family housing units
including 122 Capehart Units built during 1961 and 22 MCA units built
during 1963. The Capehart units are all single dwelling units and
include 32 2-bedroom units, 70 3-bedroom units and 20 4-bedroom units.
The 22 MCA units are single and multiple dwelling units including six
2-bedroom units, nine 3-bedroom units and seven 4-bedroom units. Work
includes replacing roofs with a type that can better withstand high
winds and wide temperature fluctuations. Remove roof mounted twin-pac
heating and cooling units and install new ground level system
considering geothermal heat pumps if cost effective. Replace worn out
flooring, exterior doors and windows and repair walls and ceilings.
Replace garages with wider units to allow use by modern automobiles and
provide bulk storage. Repair or replace exterior surfaces to reflect
contemporary standards and surface treatment. Install concrete
driveways, curbs, and sidewalks in the housing area. Install
underground electrical system and replace sewer lines. Upgrade street
lighting and repair or replace drinking and domestic water lines.
Repair or replace roads. Install recreation areas, tot-lots and bus
shelters. Patios, fences and street signs will be installed, repaired
or replaced and desert landscaping will be provided. Five percent of
the units will be accessible and easily modifiable to accomodate the
requirements of the handicapped. This is a design/build project; the
offeror chosen will complete the design and construct the facility. The
acquisition method is negotiated procurement. A technical and cost
proposal will be required. Evaluation by the Government will result in
selection of a firm that represents the best advantage to the
Government. Responding firms may also acquire electronic copies of the

competing for this project must comply with the FAR 52.219-9 clause
regarding the requirement for a subcontracting plan on the part of the
work it intends to subcontract. The recommended goals for
subcontracting are 60.3% for small business, 9.8% for small
disadvantaged business, and 2.9% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
