20331-6500 J -- ENERGY MANAGEMENT CONTROL SYSTEMS (EMCS) Energy Management
Control Systems (EMCS). This is a Sources Sought Synopsis to determine
if there are any private sector offerors interested and capable of
providing; maintenance, repair and training for existing Landis & Gyr
System 600 EMCS; also furnishing design and installation of new
compatible Direct Digital Control (DDC) Energy Management Control
Systems (EMCS) as required for various facilities on Andrews AFB. To be
compatible with the existing L&G System 600 and Local Area Network
(LAN) the Modular Building Controllers (MBC's) must communicate with
the existing L&G System 600 central computer, alarm printer and
Insight. Software located in the Energy Manager's Office in Building
3465 Andrews Air Force Base, Maryland. The new LAN will be connected
to, share points with, and allow total communication to the existing
LAN MBC's and local engineer's console within the facility and the
existing Landis & Gyr System 600 central computer. Additional
computer(s) and/or additional software may not be installed at the
engineer's office to meet the existing central computer communication
requirements. The operator must be able to access, command and edit all
point and program information in the new MBC's from any existing MBC or
operator console. The contractor provides all personnel, equipment,
tools, materials, supervision, and other items and services necessary
to install a DDC system to monitor electric meters, steam meters and
water meters, and control HVAC systems. Required technical services
consist of the following areas: A) Maintenance and repair of existing
L&G System 600 and any new installation of DDC EMCS to include but not
limited to Modular Building Controllers, Telecommunications Interface
Units, Analog Monitoring/Control Devices, Electric to Pneumatic
Transducers, and Digital Monitoring/Control Devices. B) Provide
technical and operational support with on-call contract personnel
responsible for maintenance and operational procedures to include
training of Air Force personnel for DDC Systems and Insight Software
updates. C) Installation of new EMCS's must be compatible with existing
L&G System 600. D) Cable pairs for each LAN must be identified as
directed by the AF communications Group and be multiplexed at Building
1539. To be considered capable, interested parties must demonstrate
the following: A) Complete knowledge of the L&G System 600
peculiarities and ability to respond promptly to any questions
pertaining to the system. B) Past performance as pertains to relevant
experiences in all the above general areas. C) Corporate capabilities
in the areas of DDC EMCS, Insight software engineering, manufactures
support and field service support. D) How proprietary compatibility to
existing equipment, and annotated issues will be addressed. E) Provide
24 hour a day, seven days a week, 365 days a year unscheduled coverage
in addition to a preventive maintenance schedule. E) The ability to be
fully functional upon award. This information must be provided to the
