The National Institutes of Health (NIH) in Bethesda, Maryland, under Statutory Authority: 41 USC 253 (c)(1) (FAR 6.302-1) - (''Only one responsible source and no other supplies or services will satisfy agency requirements''). This Notice of Intent, announcing that the National Institutes of Health (NIH) in Bethesda, MD intends to provide a one year contract with Applied Biosystems, Division of Perkin-Elmer Corporation, 850 Lincoln Center Drive, Foster City, CA 94404. Any response must reference QPM40338/QPM50114. The requirement consists of the following: Item #1: Cat# 672A-90, Qty. 4, Desc. Genescan 672 Software Kit. Item #2: Cat# 401614, Qty. 3, Desc. Genotyper Software. THE FOLLOWING ADDITIONAL INFORMATION IS FURNISHED FOR THE REQUIRED ITEMS: 1) The Genescan (TM) 672 Software Kit shall be compatible and work with the Applied Biosystems 373A DNA Sequencer to size and quantify amounts of fluorescently labeled DNA fragments. The average precision of sizing DNA fragments in the 50-350 base pair range, when using Applied Biosystems protocols, shall be greater than 99 per cent. The DNA Sequencer and GENESCAN (TM) shall detect as little as 100, 100, 400, and 800 attomoles of FAM (blue), JOE (green), TAMRA (yellow), and ROX (red) fluorescent dyes, respectively. Overlapping DNA fragment bands with different-color labels shall be easily distinguished and accurately quantitated. The linear dynamic range of detection shall be over three (3) orders of magnitude. Shall allow up to 36 samples to be loaded per gel. Shall allow extensive multiplexing of samples, using multiple dye labels, shall have the ability to analyze up to 24 microsatellite markers in a single gel lane. The data shall be viewable in the following three (3) formats: Gel View, Electropherogram and Tubular Data. 2) The Genotyper (TM) Software shall be compatible and work with the Applied Biosystems 373A DNA Sequencer and the Genescan (TM) 672 Software Kit, for automated genetic analysis applications. Shall have the following key features: User-definable macros for method automation, Manual and automatic allele scoring, Within lane and lane-to-lane data normalization, Simple data transformations and peak filtering, Within lane and lane-to-lane peak statistics, Mendelian Inheritance Checker, Audit trail for user-edited data, Searching, sorting, and selection of data subsets, and, User- definable data formats. Shall include Genotyper application software, application macros (one for genotyping specific microsatellite markers and one for a quantitative application), user and reference manuals, an application tutorial manual with sample data files, ninety-day warranty on parts, and, a single- user license. ABI is the only supplier of software capable of interfacing with the ABI 373 or 377 to perform genotyping. We have purchased the hardware, which requires this software to function. Hardware and software purchase requests were made concurrently and submitted with justifications. Telephone requests will not be honored. Affirmative responses are defined as written responses entitled ''Capability Statement'', with all data enclosed that are required to demonstrate their ability to satisfy this requirement. Terms and conditions, destination information, description information, descriptive literature/technical information describing the items proposed. Concerns offering to furnish equivalent/equal work to the items listed above will be considered only if responding with clear and convincing documentation demonstrating their ability to meet the requirements of this synopsis. Written responses shall include complete pricing information, and a complete description of the hardware/software to be provided, containing sufficient technical information to permit agency analysis to establish a bonafide capability to meet the stated requirements as listed above. Responses will be evaluated according to who can meet the requirements at most favorable terms to the Government, considering the lowest overall cost alternative not necessarily at the lowest price. Only affirmative responses will receive full consideration. If no affirmative responses are received within (45) days from the date of listing this synopsis in the CBD which demonstrate a lower overall cost alternative available to the Government, the Contracting Officer will proceed with this acquisition to Applied Biosystems. All responsible sources may respond to this notice which shall be considered by this Agency. This is not a formal solicitation. Adequate detailed data by which to evaluate capability should be sent to Attn.: Ms. Dianne Kelly, at the point of contact listed above. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation. If no written responses are received that demonstrate a lower overall cost alternative to the Government is available, a contract will be placed to Applied Biosystems. SEE NOTE 22. (0116)
