U -- COURSE EVALUATIONS SOL DTFA01-95-R-03798 DUE 053095 POC Paula Ehrlich, Contracting Officer, 202/267-7021 The Federal Aviation Administration (FAA) intends to negotiate a sole-source contract with American Council on Education to: annually evaluate specified FAA training courses, develop educational credit recommendations for each course to transfer to educational institutions, maintain the recommendations in an automated data base, provide transcripts to educational institutions selected by employees in a format comparable to those received from other colleges and universities, and annually publish these credit recommendations in THE NATIONAL GUIDE TO EDUCATIONAL CREDIT FOR TRAINING COURSES. Any nonprofit, independent, nongovernment educational organization composed of institutions of higher learning and national and regional education associations throughout the U.S. that can supply equivalent services may request a copy of the solicitation. No phone responses will be accepted. The contractor will be required to: 1) Annually evaluate and recommend educational credit for formal training courses sponsored by the FAA in at least 2 locations; 2) Maintain an automated registry of the all credit recommendations which have been developed for FAA courses; 3) Provide to employee-selected colleges and universities transcripts showing FAA courses and credit recommendations in a format comparable to those used by educational institutions; 4) Publish a nationally recognized guide which lists the results of each annual evaluation of FAA training courses. In order to facilitate and support the continuing education of the FAA workforce: a) the majority of the colleges and universities in the U.S. must accept these credit recommendations and b) a significant number of institutions accepting these educational credit recommendations must be strategically located within each of the FAA's nine regions. For minority, women and disadvantaged business enterprises only: The DOT has a bonding assistance program available which enables firms to obtain bid, payment, and performance bonds, with a guarantee up to 80 percent against losses.
