services for the JF Kennedy Center for the Performing Arts. The
Kennedy Center has over 4 million visitors a year, including the
President of the US and numerous heads of government and state. The
offeror must be able to provide a professionally qualified and highly
skilled security force to support a comprehensive security program on
a 24-hour-a-day, 365- day-a-year basis. Only proposals from a
U.S.-owned company will be considered. The contractor will maintain an
off-site command post which is staffed 24 hours a day, 365 days a year
(answering machine/voice mail not sufficient). The contractor will also
provide labor, equipment, administrative support, transportation,
training, and supplies necessary to ensure competent and productive
performance of services. A minimum of eight years experience in each of
the following is required: protection of high-level government
officials, law enforcement, protection of property, threat assessments,
and physical security involving general public and federal government.
The majority (80%) of the contractor's personnel assigned to the
Kennedy Center must be full-time. All employees must submit to drug
screening examinations prior to initially reporting for duty and will
be subject to periodic screenings thereafter. All officers (armed or
unarmed) shall be qualified as Special Police Officers in the District
of Columbia. A financial responsibility determination will be
accomplished concurrent with the competitive range evaluation. The
contractor shall not have filed bankruptcy within the last 8 years. The
contractor shall provide an audited financial statement for the past 3
years certified by a public accounting firm. The contractor shall have
8 years experience with federal government contracts and shall also
have experience with contracts of similar size and complexity. Offerors
who do not meet the minimum 8-year requirements may present
documentation for consideration giving justification as to why they
feel they should be considered for performance under this contract.
Technical proposals will be evaluated on best value criteria. Technical
factors as a whole are significantly more important than price in
determining the awardee. Price will not be scored, but will be
evaluated separately from the technical factors. All responsible
sources may submit a proposal which shall be considered by the Kennedy
Center. The offeror's Contractor Establishment Code (CEC) should be
included in the request. To expedite the request, please furnish 2
self- addressed gummed labels. A presolicitation conference will be
held at the Kennedy Center on Tuesday, May 23, 1995 at 8:30 a.m. to
provide offerors with the most complete information. Please telefax
