CONTRACT INFORMATION: The Marine Design Center intends to award up to
two (2) one year indefinite Delivery Naval Architecture and Marine
Engineering Contracts with the option of extending the contract for an
additional one-year period. The maximum delivery order limit is
$150,000.00. The cumulative total for all delivery orders shall not
exceed $750,000.00 in either the base or option year with the
cumulative total not to exceed $1,500,000.00. In addition, the total
amount of Federal Information Processing (FIP) work allowed under this
contract including both the base and option years is $150,000.00
pursuant to Delegation of Procurement Authority (DPA) CENAP-95-007. 2.
PROJECT INFORMATION: The primary work under this contract will be
naval architecture, marine engineering, computer-aided design and
drafting (CADD), preliminary design, detailed (final) design and design
studies. 3. SELECTION CRITERIA: The following primary evaluation
factors are listed in descending order of importance: (1) Expertise in
design of steel workboats, towboats, special purpose barges and
floating plant; (2) Expertise in design of high speed aluminum craft;
(3) Availability of appropriate staff and professional qualifications
of Naval Architects, Marine Engineers, Mechanical Engineers, Electrical
Engineers, Structural Engineers and related supporting staff including
professional registration. All work shall be no less than reviewed and
approved by registered professional engineers in that field; (4)
Availability of computer-aided design and drafting (CADD); (5) Capacity
to accomplish two $150,000 work orders at one time; (6) Past
performance, if any, of the firm with respect to performance on
Department of Defense contracts; (7) Contractual simplicity with all
management, contract administration/management, engineering and
drafting performed in a single U.S. location. Response area is the
continental U.S.; (8) Extent of participation of SB, SDB, historically
black colleges and universities, and minority institutions in the
proposed contract team, measured as a percentage of the estimated
effort. As a requirement for negotiations the selected contractor(s)
will submit for Government approval a quality control plan which will
be enforced through the life of the contract. 4. SUBMISSION
REQUIREMENTS: Firms that meet the requirements described in this
announcement are invited to submit a completed Standard Form 254 and
255 (Revised 11/92) for the prime firm and SF 254 for all consultants,
to the above address not later than the close of business on the 30th
day after the date of this announcement. If the 30th day is a
Saturday, Sunday or Federal holiday, the deadline is the close of
business of the next day business day. Include your ACASS number in
Block 3b. of the SF 255. Call the ACASS Center at 503-326-3459 for
information on obtaining an ACASS number. No other notification for
