transportation, and supervision necessary for the removal of the
existing fuel pumps, hose reel, piping and provision of new diesel fuel
dispenser, hose reel, containment piping at the U.S. Coast Guard
Station Portsmouth Harbor, New Castle, NH; removal of the existing
10,000 gal. underground diesel fuel tank, 2,000 gal. underground waste
oil tank, oil/water separator, excavation, backfill at the Coast Guard
Mooring, Base South Portland, ME and incidental related work. Estimated
cost of this project is between $100,000.00 and $250,000.00.
Solicitation packages to be available on or about 8 May 1995. There is
a $20.00 non-refundable charge for the bid package which may be
obtained by writing to: Contracting Officer, U.S. Coast Guard, CEU
Providence, 300 Metro Center Blvd., Warwick, R.I. 02886, Attn: S.
Hetrick. Checks should be made payable to the USCG. Requests will be
honored until supply is exhausted. Bid opening date to be on or about
06/07/95. Requests responding to the previous solicitation notice of
2/27/95 will be honored. This procurement is being issued pursuant to
the Small Business Competitiveness Demonstration program. THIS NOTICE
IS FOR INFORMATIONAL PURPOSES FOR MINORITY, WOMAN OWNED, AND
DISADVANTAGED ENTERPRISES: The Department of Transportation (DOT)
Office of Small and Disadvantaged Utilization (OSDBU), has programs to
assist minority, woman-owned, and disadvantaged business enterprises
to acquire short term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
