602-7703. The Navy plans to establish a Reading Library at the Naval
Undersea Warfare Center (NUWC) Division, Newport on May 8, 1995 to
further enhance the Navy's efforts to solicit and obtain industry
participation and feedback in support of the New Attack Submarine
(NSSN) Command, Control, Communications and Intelligence (C3I) System
Development. This Reading Library will include the technical
information previously available in the Reading Library located at
General Dynamics, Electric Boat Division and will include the results
of the C3I Architecture Concept Definition as it becomes available.
Additional technical information related to C3I System Development will
also be included in the library as it becomes available. The library
will remain open until further notice. Information in the library will
be available to companies/individuals with expertise in current or
previous sonar or submarine combat systems and expertise in adaption of
commercial technology to military applications. Access will be
restricted to U.S. citizens with appropriate security clearances
(SECRET NOFORN) on file. The Navy plans to solicit industry feedback on
selected draft specifications as they become available and will use the
library as a repository for drafts of such documents. Separate notices
will be published in the Commerce Business Daily (CBD) announcing the
availability of such draft specifications and the period for industry
feedback. The Government will consider all comments received. The
subsequent revision of any draft specification based on comments
received remains solely at the Government's discretion. The Government
will not provide individual responses to questions.
Companies/individuals who are interested in access to the Reading
Library or who wish to participate in the review of and industry
feedback regarding draft specifications for the C3I System Development
must submit a written request to Commander; ATTN: Dwayne Weaver, Code
02654; Naval Sea Systems Command; 2531 Jefferson Davis Highway;
Arlington, Virginia 22242-5160. The written request must include a
brief description of the company's or individual's expertise in the
above categories, identifying CAGE code and security clearance
information. Firms interested in contracting or subcontracting
opportunities for C3I System Development are encouraged to make their
interests known in order that a Bidder's List can be established for
other firms or individuals who may be interested in subcontracting
opportunities. This is not a request for proposals, a promise to issue
a request for proposals, nor a promise by the Government to pay for
information received in response to this synopsis or any subsequent
synopsis announcing the availability of draft specifications for
industry participation and feedback. Establishment of the Reading
Library does not obligate the Government to award a contract and does
