R -- PROFESSIONAL SERVICES IN SUPPORT OF NAVY HOUSING PROGRAM POC Robert M. Griffin, Director, Contracts Management Division, (703) 325-7654 DOD intends to enter into various public/private ventures to encourage housing development projects. For example, Section 801/802 housing programs (10 USC 2835/2836) will be examined for revitalization, current legislative initiatives and the Capehart-Rains Housing Act will be reviewed, and private capital initiaties explored to support DOD housing efforts. Further, 10 USC 2837 authorizes the Secretary of the Navy to enter into limited partnerships with private developers to encourage housing construction. NAVFACENGCOM intends to issue an RFP for consulting services in support of this effort. Among other things, the Contractor will furnish advice on whether Navy investment objectives are met and participate in review of developers' proposals. Such review may include the identification of suitable sites, review of current regulatory requirements, consideration of DOD investment required and return on the investment, strength of submitted financial plan, project life cycle, and regional and community planning issues. FIrms responding to this announcement must show a range of experience consistent with such factors as: (1) Technical capability of the firm and dedicated personnel. Consideration will be given to past performance, including demonstrated long-term business relationships and repeat business with government and private customers; and (2) Organizational capability of firms to manage the logistics of a private capital housing project. The contemplated contract will be a fixed-price indefinite delivery contract, with an annual maximum value of $500,000. The contract term will be a base year, with four 1-year options.
