McMullen (703) 325-9010 The Agency intends to distribute a solicitation requesting proposals for Professional Services for Economic Development Conveyances in areas affected by base closures or realignments under the Base Closure Law. The designated Federal Service Code is R411, Real Property Appraisal Services (SIC 6531). The requirement will be solicited on an UNRESTRICTED basis. Requirements include provision of a written report to the local NAVFACENGCOM Field Division Contracting Office based on evaluation of justification packages from Local Redevelopment Authorities (LRAs) to transfer property to the LRAs at or below fair market value. The successful contractor will also be required to develop guidance (a written handbook) and provide training to the LRAs on submission packages. Offerors will be required to submit Technical and Price Proposals based on criteria set forth in the RFP. The technical evaluation criteria includes: Technical Capability; Experience; Organizational Capability; Professional and Educational Qualifications; and Subcontractor Management. The resultant contract will be a Firm Fixed Price, Indefinite Delivery, Requirements contract. The term of the contract is for one year with an option to extend the performance one additional twelve month period.
