Forests and Grasslands in Texas plans to contract the survey, design
and contract preparation for the restoration of flood damaged roads,
bridges, culverts, drainage ditches, pavements and other structures,
utility lines, ROW monuments, fences, gates, parking lots,
intersections and related soil surveys and material testing and
evaluations. The work shall include the survey, design, drawings
including all details, soil surveys and/or borings specifications and
contract preparation with the construction estimates for all flood
damaged roads or sections of roads, bridges, pavements, culverts, other
drainage structures and other appurtenances. The work shall include the
related survey, design, preparation of contract drawings and
specifications and contract preparation with construction cost
estimates of rights-of-way, utilities (gas, electrical, water, oil,
sewage, cable and telephone) boat ramps, camping spurs, parking lots,
topographic surveys and plans for recreation administrative facilities,
trails, bridges, major culverts and related soil surveys, testing and
design of all transporation facility foundations and subgrades. The
work shall include the structural and scour inspection, analysis and
rating of bridges according to the Forest Service and the National
Bridge Inspection Standards (NBIS) requirements. The design of bridges
shall be in accordance with the Forest Service and Texas Department of
Transportation requirements. Project areas are on the Raven Ranger
District, Montgomery and Walker Counties, Texas, and the San Jacinto
Ranger District, San Jacinto County, Sam Houston National Forest,
National Forests and Grasslands in Texas. There are approximately
forty-three (43) damaged sites on the Raven and approximately thirteen
(13) sites on the San Jacinto Ranger Districts, for a total of
fifty-six (56) sites. Amount of work will vary depending upon approval
of projects and available funding. RFP R8-13-95-18 will be issued
using the Brooks Act negotiation procedures. To be considered, a SF-254
(Architect-Engineer and Related Services Questionnaire) and a SF-255
(Architect-Engineer and Related Services Questionnaire for Specific
Project) must be submitted to the address shown in block no. 7.
Contractor shall be a registered engineer or surveyor licensed to
practice in Texas. Selection of firms for negotiation will be
determined by an evaluation process based upon the following criteria.
Your SF-255 form should specifically address these areas. (1) The
firm's professional personnel qualifications and experience including
technical skills, project coordination and management skills necessary
for satisfactory performance of the projects. (2) Specialized
qualifications and experience of key personnel such as draftsperson,
survey party chief, survey crew and computer technician necessary for
satisfactory performance of the project. (3) Capacity to accomplish the
work in the required time. (4) Past performance on contracts performed
in rural, wooded terrain similar to the project area, with Government
agencies and/or private firms in terms of cost control, quality of
work, and compliance with performance schedules. (5) Ability to perform
or to provide professional registered engineering services to perform
bridge design, inspections and analysis including, scour, structural
and economic analysis according to the National Bridge Inspection
Standards, Texas Department of Transporation BRINSAP Manual and Forest
Service requirements. (6) Ability to perform construction inspection
and quality control assurance testing for the government and/or private
road and bridge heavy construction projects. (7) Location in the
general geographical area of the project and knowledge of the locality
of the project. (8) The volume of work previously awarded by the
Forest Service will be evaluated with the objectives of effecting an
equitable distribution of the contracts among qualified A&E firms,
including women, minority, SBA 8(a) or other small disadvantaged
business. The Standard Industrial Classification (SIC) Code for this
project is 8711. Work will begin in June, 1995 and be completed within
90 calendar days from the effective date of the Notice to Proceed. One
copy each of the SF-254, and SF-255 must be submitted to the address
