contracting officer for this project is Ronald Miller. The Government
plans to award up to five indefinite-delivery, indefinite-quantity
services contracts to support military projects within the District,
Base Realignment and Closure (BRAC) actions. Services consist of the
preparation of Environmental Assessments (EA), Finding of No
Significant Impact (FNSI), Environmental Impact Statements (EIS),
Records of Decision (ROD), or portions thereof, as defined by the
National Environmental Policy Act (NEPA) and pertinent implementing
guidance. In addition, services may include the preparation of
environmental documents pursuant to the California Environmental
Quality Act (CEQA), its implementing guidance and similar requirements
for other States. Specific services include; scientific analyses and
assessments of biological, ecological, cultural/historic and
archeological resources; endangered and threatened species inventories;
habitat evaluations; Waters of the U.S. (WoUS) determinations and
mapping; identification of current and projected land uses, including
potential use and reuse alternatives for BRAC actions; identification
and evaluation of potential impact mitigation measures; preparation of
master plans for development and management of natural resources;
coordination with interested Federal, state, local agencies and
organizations, preparation of public involvement plans and facilitation
of public meetings; regulatory compliance; and using Geographic
Information Systems (GIS) and similar technologies. Additional services
will include those activities required for the preparation of an
adequate Environmental Baseline Survey (EBS), including the scope
definition, survey, sampling, investigative, and risk assessment
phases. Specific technical capabilities include, but are not limited
to, hydrology, noice surveying, permitting, physiography/surface
hydrology, meteorology, soils/geology/hydrogeology; land use analysis,
socioeconomic analysis, and enviromental compliance. Services will
also include the identification, sampling, investigation, and a risk
assessment of such substances as, asbestos, radon, lead paint,
explosives, pesticides/rodenticides, chemical agents, PCB, and
unexploded ordinance. Additional services required may also include the
preparation of Findings of Suitability to Transfer (FOSTs) and/or
Findings of Suitability to Lease (FOSLs), decision documents that
incorporate all environmental issues, and the preparation of BRAC
Clean-Up Plans (BCPs) which are essentially a master plan for the
closure or realignment of a military installation. The contracts will
have a basic contract period (365 calendar days after contract award)
and four option years (options exercised at the discretion of the
Government). Each year's total amount for all contracts will be up to
approximately $8,000,000.00. As the need for services under this
contract arises, the Government will issue individual delivery orders
with specific scopes of work describing the requirement. The Government
reserves the right to award less than five (5) contracts. The
acquisition method is negotiated procurement. A technical and cost
proposal will be required. Evaluation by the Government will result in
selection of firm that represents the best advantage to the
Government. Large businesses competing for this project must comply
with the FAR 52.219-9 clause regarding the requirement for a
subcontracting plan on the part of the work it intends to subcontract.
The recommended goals for subcontracting are 60.3% for small business,
9.8% for small disadvantaged business, and 2.9% for small
business/woman-owned. A firm that submits a plan with lesser goals must
submit written rationale to support goals submitted. Questions on
