D -- DEVELOPMENT OF A GRAPHICAL MODELING SYSTEM POC Point of Contact: S. Vilello, ONR 252A (703) 696-2605. The United States Department of the Navy, Office of Naval Research (ONR), intends to acquire services from Delfin Systems, to be negotiated on a sole-source basis. Under a previous ONR contract, Delfin Systems acquired an in-depth understanding of ONR's technical requirements and implemented corresponding product alterations to Delfin's proprietary, InfoPower product which is in its fourth commercial release over three years. This system is used to show program integration and to aid assessments such as: the degree to which a particular Navy requirement is being supported, technology gaps, the critic mass of projects that might support an Advanced Technology Demonstration, requirements accuracy and consistency, S&T issue identification as well as similar high level questions. This process shows the thread of relationships that exist, or need to exist, over time, between funded projects and Naval requirements. In addition, the system provides numerous methods to manipulate all elements in a geographically displayed environment (projects, requirements, relationships, etc.) that are simultaneously modified in a data base management system. Under the anticipated contract, ONR will acquire engineering and analytical support to continue the development of project analysis and technology initiative tracking tools. This subsequent contract would modify InfoPower system internals and associated knowledge bases. The focus of the contract will be in the following areas: 1) modifications to the InfoPower Knowledge Navigator 2.2 product, 2) modifications to the InfoPower Timeline 2.2 product, 3) modifications to InfoPower 2.2 tool suite applications to further enhance budget tracking and analysis capabilities, and 4) enhancements and construction of knowledge bases representing ONR technology initiatives. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302.1. Interested parties may identify their interest and capabilities or submit proposals but this is not a request for competitive proposals. However, all proposals received within 30 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22. (0111)
