Sub-contracting source sought for General Contractor. The Department of Human Services, Public Health Service, Indian Health Services has approved a P.L. 93-638, Indian Self Determination Act, contract proposal from the White Earth Health Center. The General Contractor shal be the sub-contractor to the White Earth Reservation Tribal Council. The White Earth Tribal Council shall be the prime contractor to the Department of Health and Human Services. The plans are dimensioned using International System of Units (SI) for metric. The General Contractor shall construct the White Earth Health Center which is approximately 4733 sm. Estimated price range is between $5,000,000 and $10,000,000. The work includes coordination of the entire construction project including preparation of general coordination schedules, and control of site utilization, from beginning of construction activity through the project closeout and warranty periods. The work includes construction of this facility as indicated on the drawings and specifications as follows: Concrete masonry block structural walls, steel joist and beam system columns, single story slab on joists over a crawlspace. Single layer membrane roofing, gravel ballasted, waterproofing, doors, window units, hardwawre, glazing interior finishes and furnishings. The work will also include certain items of equipment including flag poles, medical equipment, site-work, utilities, landscape development, paving, plumbing, fire protection, heating, ventilation, air-conditioning, electrical system, lighting and communication, and alarm-signal systems. Contractors desiring to submit a bid may obtain a copy of plans and specifications from the White Earth Reservation Tribal Council only by payment of a deposit of $200.00 per set payable to the White Earth Reservation Tribal Council. The deposit will be refunded to the contractors that submit a bonafide bid and return plans and specifications in unmutilated condition within ten days after the opening of the bids. The White Earth Tribal Council by resolution has adopted a Tribal Employment Rights Office Ordinance in which Native American Contractors will be given a 1.5% bid preference and Resident Native American Contractors (meaning to have their principle place of business within the boundaries of the White Earth Reservation) will be allowed to match the lowest bid received. Davis Bacon wages will be enforced on Native American and Non Native American Contractors alike. Bid documents will be available on or about May 8, 1995 at the White Earth Tribal Offices in White Earth, MN. Sealed bids will be received by Lisa McArthur, Project Manager until 2:30 p.m. local time, Wednesday, June 7, 1995. Bids will be opened and publicly read on Wednesday, June 7 at 2:30 p.m. local time in the 2nd floor conference room at the White Earth Tribal Offices in White Earth, MN. Bidders may withdraw their proposal at any time prior to scheduled closing time on receipt of bids. Bids received after 2:30 p.m. local time on June 7, 1995, will be returned unopened. Faxed bids will not be accepted. Award is subject to availability of funds. Contract completion time is based on two-phase construction totalling an estimated 24 months after receipt of notice to proceed. (107)
