of Naval Research seeks offers to provide technical assistance to the
Biological and Biomedical Science and Technology (S&T) Division to
provide technical review of research proposals when outside of in-house
expertise, organize and manage investigator meetings and scientific
workshops, and technical support for site visits at a variety of
locations within CONUS. Support for three distinct program areas are
anticipated: Biological S&T Program with specific research areas
including protein engineering, molecular recognition, biosensors,
enzymatic catalysis in organic solvents, marine microbiology,
environmental biotechnology, biopolymers, symbiosis in marine
organisms, biocorrosion, biofouling, molecular marine biology, marine
mammals, sensory physiology, and biophysics, Biomedical S&T Program
with specific research areas including cell biology, physiology,
neurobiology, immunology, and medical science, and Medical Free
Electron Laser Program with specific areas including laser medicine,
medical applications of free electron lasers, laser biology, and
materials applications related to laser medicine. SIC code 8742 with
size standard of $5 Million average annual receipts over 3-year period
applies. Small businesses, small disadvantaged businesses with
necessary experience within size standard are encouraged to provide
concise description of company's (a) Access to scientific expertise to
support one or more of the Programs to include access to a wide range
of databases of scientific expertise, (b) Capability to organize and
manage S&T workshops, and (c) Technical support for site visits, and
(d) List of customers receiving like technical/management support
within last two (2) years to include agency, point of contact,
description of support, description of scientific databases, and phone

The contracting officer reserves the right to set-aside for small
business and/or small disadvantaged business participation only one or
more programs if determined to be in the best interests of the
