Institutes of Health (NIH) is conducting a market survey to determine
the availability and potential technical capability of small businesses
to provide support to the National Center for Research Resources'
(NCRR's) Office of Science and Health Reports (OSHR). The intended
procurement will be classified under SIC 8999, Miscellaneous Services,
N.E.C., with a size standard of $5.0M. This requirement includes the
dissemination of scientific and technological information about
NCRR-supported resources and technologies at NIH and nationwide to
diverse scientific and lay audiences. The Contractor will be required
to employ print, electronic, and other proven state-of- the-art
communications techniques in order to broaden the user base and thereby
maximize effective use of NCRR-supported research resources and
technologies. This requirement will allow OSHR to provide and improve
cost-effective customer service to biomedical research scientists
throughout the U.S. by providing greater awareness of the availability
of NCRR's shared resources, broader use of these resources, increased
communication and collaboration among users, and improved
communication with the public. The requirement includes the writing,
editing and production of publications such as the bi-monthly news
periodical, the NCRR Reporter, and the annual report, NCRR Highlights.
The NIH intends to negotiate a multiyear contract for a period of five
years, rather than a one-year contract with four one-year options. The
estimated level of effort per year is one Science Advisor/Project
Director, one Writer/Editor, one Editorial Assistant, one
Clerk/Messenger and four Consultants (editors, freelance writers,
proofreaders, data base indexers, and designers). The Science
Advisor/Project Director must have demonstrated experience in managing
biomedical research-oriented communications support contracts. This
experience should demonstrate: (1) understanding of the skills involved
in disseminating biomedical research information to scientists, health
professionals, educators, and the public, (2) experience in
publications program planning, development, marketing, and evaluation,
(3) familiarity with information technology needed to produce
databases and an NCRR server for the Internet, and (4) experience in
writing, editing, creating and providing materials about biomedical
research, and in directing the writing of others. The Science
Advisor/Program Director shall have a minimum of a masters degree in
the biological sciences, with a doctorate degree preferable, and a
minimum of five (5) years experience in biomedical research publishing.
The Writer/Editor must have demonstrated background and ability to
successfully research, write, edit, create and provide materials and
other information about biomedical research for scientific and lay
audiences. The Writer/Editor shall have a minimum of a bachelors degree
in the biological sciences and journalism (one a major and one a minor
field of study), with a masters degree preferable, and a minimum of
five (5) years experience in biomedical science writing and editing.
The Editorial Assistant must have demonstrated experience in computer
systems and work processing, photo researching, database construction,
maintenance, and use, and inquiry-handling for the variety of
materials and support functions required in the Statement of Work. The
Editorial Assistant must have a minimum of three (3) years experience
in administrative/editorial assistance in biomedical research
publishing. Firms responding to this market survey should keep in mind
that only focused and pertinent information is requested. If
significant subcontracting or teaming is anticipated in order to
deliver technical capability, firms could address the administrative
and management structure of such arrangements to demonstrate that small
primes can maintain full-time labor, technical, and management control
of the project. Because daily pickups are required from NIH,
responding firms must be able to indicate how convenient their
facilities are to the NIH. Responding firms should provide two (2)
copies of a capability statement to the above noted address within
fifteen (15) business days from the date this notice appears. This
market survey is being conducted through the CBD to reach the widest
