material, and equipment necessary to perform routine Drydock and
Repairs to the USCGC HAMMER (WLIC-75302) and 65 Foot Barge (68014). The
work which may be performed includes but may not be limited to the
following minimum items: 1. Clean and Test Grid Coolers 2. Preserve
Tender Transducer 3. Preserve Barge Transducer 4. Overhaul, Renew, and
Test Valves 5. Inspect Valves In-place 6. Remove, Inspect, Renew
Various Components, and Install New Rudder Assemblies 7. Inspect and
Test Deck Fittings and Chain Stopper 8. Preserve Barge Deck 9. Clean
and Inspect Fuel Diesel Fuel Tanks 10. Preserve Entire Underwater
Body-Tender 11. Preserve Entire Underwater Body-Barge 12. Clean and
Preserve Sewage Collection Tank 13. Renew Corrosion Preventive Zinc
Anodes 14. Provide Temporary Messing-Breakfast, Lunch and Dinner 15.
Provide Temporary Berthing 16. Provide Temporary Logistics (70 days)
17. Routine Drydocking 18. Renew wasted Metal in Crew's Head 19. Renew
Fidley Stack Plating 20. Install New Ship's Service generators
Mufflers 21. Renew Grey Water System 22. Renew Engine Room Supply

Inspect and Reinstall Propeller 44. Change out Main Propulsion Plant.
The proposed contract will also contain indefinite items including but
not limited to: 1. Welding Repairs 2. Overhaul, Renew, and Test Valves
3. Sandblast Diesel Fuel Tanks 4. Preserve Tender and Barge underwater
Body 5. Ultrasonic Testing 6. Additional Temporary Logistics. USCGC
HAMMER's homepier is Mayport, Fl. USCGC HAMMER's availability is
scheduled for on or about 07 August 1995. The performance period is
seventy (70) calendar days. Large and Small Businesses are encouraged
to submit bids. Yard Availability has a Geographic Restriction from
Tampa, FL. to Philadelphia, PA. via Intra Coastal Waterways (ICW). Work
is to be performed at the contractor's facility. Solicitation (IFB) is
anticipated to be issued on or about 15 May, 1995. There will be a
non-refundable charge of $100.00 required in the form of a certified
check or money order made payable to the United States Coast Guard for
requested drawings and publications. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to $500,000 per ontract to provide accounts receivable financing.
DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $500,000 per contract.DOT provides
an 80 percent guanty on the bond amount to a surety against losses.
