Warfare Center Weapons Division, China Lake, CA intends to award to
Simula Inc on an other than full and open competition basis, a hybrid
type contract that is a combination of a Firm Fixed Price and a Fixed
Price Requirements contract, to establish the requirements and
parameters to qualify the Navy Lightweight Environmentally-Sealed
Parachute Assembly (LESPA). The Requirements portion is only applicable
to the task for additional product testing of the LESPA system. Simula
Inc. currently retains proprietary rights to the environmental sealing
techniques/method utilized to seal the LESPA System as a result of a
SBIR effort and in accordance with Public Law 102-564. This effort will
include activities required to conduct/support a full compliment of
coordinated Qualification and reliability/environmental test efforts.
The end product of this effort will be a fully qualified version of the
already developed LESPA configuration. Although the baseline
configuration for this effort is already developed, the contractor
shall work with the Naval Air Warfare Center, Weapons Division
(NAWCWPNS) technical community to optimize LESPA deployment schemes and
methodology and recommend potential design improvements/modifications
developed as a result of the recently completed Risk Reduction effort.
Options for the support of product improvement scenarios, alternate
environmental-sealing techniques/materials, additional testing
sequences and delivery of Low-Rate Initial Production (LRIP) units are
included. Full-Rate production of the qualified end-product will be
addressed as a separate effort. Delivery of the Basic Contract
Requirement will be 270 days after receipt of award, FOB destination,
Naval Air Warfare Center, Weapons Division, China Lake, CA. Requests
