402-2851. The Division of Safety, Office of Research Services, of the
National Institutes of Health (NIH) is conducting a MARKET SURVEY to
determine the availability and technical capability of eligible firms
that have the management commitment, technical expertise, service
personnel, and other resources necessary to provide a wide range of
technical and support services required for conducting effective and
comprehensive pest management programs in a variety of NIH facilities.
Functions include: the development and implementation of integrated
pest management programs in patient care, food service, and office
areas; data collection and database management; quality assurance and
technical consultation services; program evaluation; training; report
writing and distribution; program coordination and management;
maintenance of pest management equipment and supplies, and logistical,
technical, and clerical support. Support shall be provided in NIH
facilities performing a full range of in-patient and out-patient care,
food preparation for both commercial and institutional operations;
office and administrative support areas for scientific, technical, and
visiting staff. All services shall adhere to the principals and
practices of urban integrated pest management and the constraints of
performing these services in highly sensitive biomedical research
environments, and to standards and recommendations pertaining to proper
sanitation and building maintenance as they relate to structural pest
control. These services are required in NIH buildings both on and off
the Bethesda campus. The Government estimates that approximately 7,500
annual work hours of support are needed from the following labor
categories: Supervisor(s), Technical Experts, i.e., entomologists,
sanitatians, etc., Quality Assurance Specialist(s), Pest Management
Technicians, and various Administrative Staff. Firms which believe they
have the capability to provide the aforementioned services are invited
to submit capability statements in an original plus 3 copies No LATER
THAN 30 DAYS FROM THE DATE OF THIS ANNOUNCEMENT. Information furnished
must establish (1) the firm's experience and capability in developing,
managing and operating comprehensive pest management programs required
by the NIH, (2) the firm's experience and capability to meet the
requirements of the U.S. Department of Labor Office of Workers'
Compensation Programs, and (3) if significant subcontracting is
anticipated, respondents must identify potential subcontractors and
address the administrative and management structure of such
management(s) to demonstrate performance capabilities and efficiency of
