anticipates a competitive acquisition for Management Information
Systems Technical Support (MISTS) services which can be used by all
AFMC sites. The objective is to provide a primary contractual vehicle
for communications-computer systems implementation, operations and
maintenance for all AFMC sites. Contract efforts will include
customization of business applications, systems engineering, local/wide
area network implementations, client/server integration and operations
and maintenance. Services will include (1) technical support (i.e.,
planning, requirements analysis, automated tools, data administration,
database engineering, software deployment, network implementations)
(2) operational support (i.e., user support, help desk, field service,
product support, training, end user equipment maintenance, system
security) (3) communication support (i.e., operations management,
communication maintenance and enhancements which include voice, data
and video) (4) managerial support (i.e., project management, quality
improvement, business process reengineering, configuration management).
Eligible firms must be proficient in the areas of systems design,
software customization with emphasis in COTS PC software customization,
operations and maintenance of a large variety of automation equipment,
LAN/WAN technology and client/server implementations. The Government
contemplates a five year indefinite-delivery, indefinite-quantity type
contract for all services under this contract. The draft RFP, source
list, and schedule will be posted on the Hanscom Electronic RFP
Bulletin Board (HERBB) beginning around 15 May 1995. The HERBB

capability, and background on this acquisition may request to be put on
the mailing list by submitting a written request to the contract
specialist listed above. Requests must indicate whether they are a
large, small, disadvantaged, or women-owned concern and specify a
contact person with their telephone number. For this acquisition, a
concern will be considered small if its annual receipts do not exceed
$18,000,000. Additionally, sources shall indicate if they are US or
foreign owned/controlled. Be aware that the incumbent contractor
operates and has access to the local network. As a result, information
and/or questions should not be submitted through the bulletin board or
E-Mail if it is of a proprietary nature. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of the proposals or in the source
