Architectural-Engineering (A-E) services for Title I, A and B Design
Services, to furnish complete investigations, design, drawings,
specifications, cost estimates, and bid documents suitable for bidding
and constructing miscellaneous projects at Buckley ANG Base, Greeley
ANG Station, and Air Burst Range. The work includes, but is not limited
to, the following: (a) typical investigations such as environmental
surveys, topographical surveys, soils testing, etc.; (b) studies to
determine the capacity for existing building utilities, mechanical,
electrical, and fire protection systems; (c) investigation of existing
structural integrity; and (d) associated design services. The
Government reserves the option to negotiate for the performance of
construction inspection services (Title II, Type C) and Code and
Criteria Reviews with the selected firm. The Government also reserves
the option of cancelling Type B services upon review of Type A
services. Contract will be for a basic one-year period limited to a
maximum $750,000 in accumulated fees with a one-year option (if
exercised) limited to an additional $750,000 in accumulated fees.
Individual delivery orders will be issued for each specific project and
will not exceed $150,000. The selected firm will have either in-house
support or have a continuing service agreement with their consultants
in the other major disciplines. Estimated contract start date is 1
August 1995. A negotiated fixed-price contract is anticipated. The
significant evaluation factors in order of importance are: (1)
professional qualifications necessary for satisfactory performance of
required services; (2) specialized experience and technical competence
in the type of work required; (3) capacity to accomplish the work in
the required time; (4) past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) location in the
general geographical area of the project and knowledge of the locality
of the project; and (6) volume of work awarded by DoD during previous
12 months (1 Apr 94 through 31 Mar 95). All interested firms meeting
requirements described in this announcement and wishing to be
considered must submit SFs 254/255 and appropriate data and shall
include Taxpayer Identification Number (TIN) with their request. Only
those SFs 254/255 submitted for this project will be considered. No
other general notification of this project will be made. No other
action beyond submission of the standard forms is required or
encouraged. Only responses received within 30 days from the date of
appearance of this announcement in the CBD will be considered. Should
the due date fall on a weekend or holiday, the forms will be due the
first workday thereafter. All responsible sources shall be considered.
This is not a Request for Proposal. Site visits will not be arranged
during the submittal period. The SIC Code is 8712 with annual receipts
