C -- ARCHITECT-ENGINEER (A-E) SERVICES, UPGRADE TEN MISSILE ALERT FACILITIES (MAFS), VICINITY OF MALMSTROM AFB MT SOL F24604 95 R0005. Contact Ms Jan R. Description of Project: The Architect-Engineer (A-E) shall perform all investigative and design services, furnish all the materials required and deliver to the U.S. Air Force complete construction bid documents necessary for the accomplishment of the project entitled MAF-Upgrade. The intent of the work is to upgrade the MAFs to meet current building codes. Major work areas to be upgraded are electrical services; hot water heat supply and return lines (including asbestos removal); water and sewer lines; fire alarm system; kitchen cabinets; freight elevator replacement; add central HVAC; upgrade building insulation; and provide for female latrine. The project will be designed to minimize maintenance and improve aesthetic appeal. All work will consider cost, performance reliability, implementation, safety, and effects on public health and the environment. Estimated construction cost is in the range of $1,000,000 to $5,000,000. This will be a firm-fixed price A-E contract. Design start and completion dates are scheduled for June 1995 and January 1996, respectively. Significant selection criteria, in relative order of importance include: (1) Experience. Firm can demonstrate recent expertise in the area of this design by referencing successful completion of at least two projects of similar scope and description within the past two years; (2) Capability. Firm has adequate available staff with project specific experience to ensure successful design results within the specified performance period; (3) Location. Firm has primary design staff within eight (8) hours driving time of Malmstrom Air Force Base MT; (4) Prior DOD Awards. Firms with little or no DOD awards in the past three years will be rated higher than firms with several such awards during the same period; (5) Disadvantaged Small Business Firms. Socially and economically disadvantaged firms will be rated higher than those not economically or socially disadvantaged; (6) Dollar Value of Prior DOD Awards. Firms that have lower dollar values of DOD awards during the past three years will be given a higher rating than those having higher dollar awards; and (7) Excellence of Work. Firms can demonstrate, by letters of reference or awards, recent specific excellent results in design and construction for similar projects. A-E firms which meet the requirements described in this announcement are invited to submit a completed Standard Form 254 and Standard Form 255, U.S. Government Architect-Engineer Qualifications, to 341 CES/CEL, Attn: Mr. Don Frieling, 20 Rescue Road, Malmstrom AFB MT 59402-6838. Provide a list of DOD awards by year, for the past four years, along with the fee received from each award. Firms responding by the close of business on 15 May 1995 will be considered. No other general notification to firms under consideration will be made and no further action is required. This is not a Request for Proposal. The proposed acquisition listed herein will be pursuant to the Small Business Competiveness Demonstration Program, open to both large and small business concerns.
