Point, John R. DeVito, (215) 349-1225. It is the intention of Amtrak
to solicit Technical and Cost Proposals within eight (8) weeks, for
Construction Management Services related to at least four (4)
Construction Contracts to be performed inside Penn Station, located in
New York City. The construction Manager will manage, in concert with
Amtrak, construction contracts covering: Construction of a wood/steel
Temporary Deck, Asbestos Abatement, Demolition of concrete and steel
structure and Construction of a New East End Concourse. These contracts
will be individually let by Amtrak; each will be performed sequentially
over approximately five (5) years commencing in August, 1995. It is
anticipated that Construction Management Services will be required for
the duration of these contracts. The level of CM staff will vary
depending on Project Schedule, intensity and when work is to be done,
i.e., weekends, nights, etc. Scope of Work: Construction Management
Services to include: constructability review, scheduling, shop drawing
review and control, QA services, work coordination, change order
review, safety plan administration and construction contract close-out.
The contract will most likely be awarded on a combination Firm Fixed
Lump Sum/Firm Fixed Rate Basis. A detailed pricing schedule will
accompany the RFQ. Firms who can demonstrate project experience as
follows are preferred. 1. Minimum of ten (10) years experience as a
Construction Manager, capable of managing contracts in the $3MM to
$40MM value range. 2. Experience managing railroad projects performed
within a confined space environment in close proximity to live
catenary. 3. Experience managing railroad projects performed inside a
limited access facility in New York City. 4. Proven expertise using
Primavera Software, including Project Schedules and Expedition version
of same. 5. Proven ability to successfully schedule and manage
railroad projects within time constraints associated with frequent
track outages and work by others. The firm awarded the contract would
be required, at a minimum, to provide the following ``key personnel''
under the contract: 1. Project Engineer (Engineering Degree, P.E. State
of N.Y.) with a minimum of five (5) years railroad construction
management experience as a Project Engineer or Manager. 2. Resident
Engineer/Superintendent (Engineering Degree, P.E. State of N.Y.) with
a minimum of three (3) years railroad construction experience as a
Resident Engineer or Superintendent. 3. Quality Control Superintendent
with a minimum of five (5) years railroad construction related Quality
Assurance experience as a Quality Assurance Superintendent or Manager.
4. Quality Control Inspector with a minimum of three (3) years
railroad construction related experience as a Quality Assurance
Inspector. 5. Scheduler (with degree) with a minimum of five (5) years
experience in the use of Primavera Software. 6. Field Clerk one (1),
with a minimum of two (2) years experience in a position performed on
railroad projects. In addition to the above ``key personnel'', the
Construction Manager will be required to provide executive and
supervisory staff for the duration of the contract, and ensure that
``key personnel'' are properly supported by home office and other
resources to meet all responsibilities of the Construction Manager
under the contract. If your firm is interested in being evaluated for

Services Questionnaire'' and Standard Form 255, ``Architect-Engineer
and Related Services Questionnaire for Specific Projects'' to the
