B - The U.S. Department of Education intends to award a five year study to evaluate the effectiveness of various instructional methods used English as a Second Language (ESL) programs serving low-literate and nonliterate learners. The study shall involve the use of surveys, case study site visits, and an exper-imental design methodology to conduct a comparative assessment of the impacts of different instructional methods on educational, economic and social outcomes.
