transition the technology and procedures necessary to satisfy
requirements identified by installation siteassessments, by industrial
Operations site managers, and by other technology and data development
tasks. In some cases, adaptation of best available state-of-the-ART
technology may be applicable; however, when such technology cannot be
effectively employed, new or innovative technolgy must be developed and
demonstrated. Innovative technology should prove to be either more
economical, more efficient, or more adaptable for use at various
installations. Whether state-of-the-ART, new or innovative technology
is to be utilized, literature review, laboratory and on-site Field
