This is a Market Survey to locate additional sources for Contractor
Logistics Support (CLS) for the Joint STARS Medium Ground Station
Module (MGSM), Light Ground Station Module (LGSM) and Ground Station
Module Training System (GSMTS). POC B. Peterson, Contract Specialist,

Rappaport, (908)532-3428. CLS for the MGSM, LGSM and the GSMTS consists
of Depot supply and maintenance support, field engineering and support,
supply support and support to the Development Software Support
Environment (DSSE) for the MGSM, LGSM and GSMTS. The contract will also
include provisions for management of and changes to configuration
baselines (including new software versions), performance of
unanticipated demonstrations, undetermined emergency deployments and
procurement of supply parts in support of the Depot. The contractor
shall be prepared to react and support unanticipated demonstrations,
both in CONUS and OCONUS. The MGSM once fielded becomes a component of
the Joint STARS Contingency Mission, and as such, six MGSMs shall be
able to deploy to a contingency site which includes war zones. The
contractor is responsible to deploy to such sites and perform CLS
duties. The proposed effort is for CLS of 4 Engineering Manufacturing
(EMD) MGSMs, 4 EMD LGSMs, 12 Low Rate Initial Production (LRIP) MGSMs,
a DSSE and a GSMTS for one year. Option for three years may be
exercised and will include additional support consisting of depot,
maintenance, field engineering, supply support, etc... for 10 LRIP
LGSMs. This contract will be cost plus fixed fee and Time and
Materials. The Government does not own drawings and production
specifications to permit full and open competition. Interested sources
for this effort, who have sufficient technical, maintenance and
repair, depot, field engineering, software support, deployment and
major program managerial experience in this type of work, are invited
to send a response describing in detail their ability to perform the
