Code 2.1.3.1PE, (908) 323-5208. Buyer/Contracting Officer is J.
Fackenthal. The Naval Air Warfare Center Aircraft Division Lakehurst is
seeking sources of, and/or information on commercial mobile deicers
capable of deicing land based Naval aircraft up to and including the
C-9 (Naval version of the DC-9). In addition, information on
commercially available new technologies related to aircraft deicing is
also desired. The deicer shall, as a minimum, be in accordance with
SAE Aerospace Recommended Practice (ARP) 1971 (latest edition). The
deicer shall be the manufacturer's latest commercial product. A
commercial product is defined as one that is currently offered for sale
on the commercial market through advertisements, catalogs, brochures,
etc. Additional features or ones that exceed those specified in ARP
1971 which are currently included in the manufacturer's commercial
product shall be included in the deicer. A one year warranty/guarantee
shall be provided for the proposed equipment. The following procedures
are required; they shall be available as part of the standard product
or available as an option: (1) Diesel fueled (2) Means of communication
between cab and basket. (3) Compatibility with all commercially
available Type I (unthickened) fluids. (4) Technical maintenance manual
and operational manual. New technologies for mobile deicers are also of
interest. These may include an enclosed spray booth boom cab;
communication/video equipment allowing direct communication between
pilot and deicer operator; a single engine to power all systems; a high
velocity, forced air deicing system; an on demand fluid heating and
delivery system; a computer controlled deicing fluid
proportioner/weather monitor; a compatible Type II (thickened) fluid
delivery system. New technologies that will affect a positive
enviromental impact are also of interest. These may include a more
enviromentally friendly deicing fluid; an air/fluid mixing and delivery
system; etc. Interested parties are also requested to address/provide
the following in their response: (1) Manufacture's safety, quality, and
reliability reports which demonstrate compliance with applicable
industrial standards. (2) Manufacturer's operational manual,
maintenance training manual/materials, logistics manuals, and other
related publications. (3) Manufacturer demonstrations and/or loans of
the decribed equipment. Respondents to this request for information are
invited to submit a statement of general interest that includes a
description of currently available products that meet our requirements
and/or a discussion of the feasability of the deicing unit/system. Any
comments provided may or may not be included in a formal solicitation.
Interested parties shall submit information to the Department of the
Navy, Contracting Officer, Code 2131PEB129-2, Naval Air Warfare Center
Aircraft Div., Hwy 547, Lakehurst, NJ 08733-5082. All information
received by the Government as a result of this request for information
shall be at no cost; nor, shall the Government compensate any
respondent for costs incurred in the development of this information.
This request for information in no way commits nor implies a
committment by the Government for future contractual obligation. The
