The Air Force Space and Missile Systems Center (SMC) Rocket Systems Launch Program (RSLP) is anticipating the release of an RFP for the award of one contract. This RFP will be for procurement of motor integration activities, three steel-cased rocket motors, and options to purchase up to three additional steel-cased rocket motors to support RSLP customers. This synopsis is for information and planning purposes only, does not constitute an IFB or RFP, and is not a commitment from the government. Motor integration activities will consist of assisting the RSLP launch services contractor in conduct of fit checks, integration, and modification planning using an existing motor. Each option will provide for delivery of one rocket motor to support RSLP customers' launch schedules. The motors must be capable of delivering an approximately 3,428 pound payload a distance of 1,080 km. Responses submitted should contain information demonstrating ability to meet the following minimum essential requirements: (1) Ability to provide steel-cased solid propellant rocket motors capable of meeting certain known mission requirements, including: (a) Total vacuum impulse between 5,766,000 and 6,054,300 pounds-force per second at 73 degrees Fahrenheit; (b) Full pitch and yaw steering authority equivalent to six degrees of nozzle deflection omni-axis, with a minimum of fifteen degrees per second slew rate; (c) Total action time less than 70 seconds; (d) Capable of interfacing with a 40 inch diameter payload; (e) Capable of certification for transportation aboard military airlift. (2) Ability to provide or modify ground support equipment necessary to transport and handle the motors. (3) Ability to meet current program schedule: (a) Begin fit checks, modification planning and integration testing by 1QFY96 (b) Deliver three motors 2QFY96; (C) Begin the first option motor delivery in 3QFY96, the second motor delivery in 4QFY96, and the third motor delivery in 1QFY97. Based upon the above requirements, the Program Office has identified the Thiokol Castor 4B as a candidate motor.
