Mapping Agency (DMA) requires the services of a contractor to provide
System Engineering, System Integration, Technical Assistance, and
general support in the areas of development; implementation;
improvement; transition of the DMA Digital Production System (DPS) and
other modernization efforts. DMA mapping, charting, and geodesy (MC&G)
products support the United States Military Departments, the Unified
and Specified Commands, and other Government Agencies. This DMA
Consolidated Support contract (DCS) is an initiative that will
consolidate the support previously provided under four separate
contracts; Systems Engineering (SE), Systems Integration (SI), System
Engineering and Technical Support (SETA), and Geoposition Speciality
Engineering (G/SE). System engineering and integration are needed in
the support of Operations and Maintenance (O&M) and new Research and
Development (R&D) related to DMA's future direction and improved
operations. The contractor must have in depth knowledge of the DMA DPS
and automated MC&G processing systems, and must be capable of
performing, MC&G related activities such as: (a) System Engineering: to
include such efforts as modeling and analyzing current and future
production capabilities, reviewing DMA goals and recommending research
and development efforts, conducting risk analyses, and analyzing and
evaluating continuous development efforts (b) Focused Studies: to
include such efforts as providing standards development for data
structures, format, and coding methods; modeling data reduction and
analysis services; software development support; hardware and product
prototypes; and hardware and software maintenance (c) Management
Support: to include the development of cost estimates for preparing
budget documentation in accordance with DoD PPBS criteria, development
and implementation of cost and schedule control techniques, and
provide assistance on configuration management (d) Procurement Support:
to include drafting, preparing in final, and/or verifying various
supporting acquisition documents, statements of work, system test
plans, quality assurance plans, logistic plans and verification and
validation of hardware and/or software (e) System Planning: to include
assisting DMA in the following activities: review of long range plans
and development of long range system plans, from long range
development of the strategic systems plan to strategic plan development
of the tactical plan including detailed architectures, goals and
objectives; also to develop the operational systems plan detailing
goals and objectives (f) System Integration Services: to include the
development and execution of program required tasks to economically
improve the operability of the production systems in areas most
critical to DMA, to assist DMA in the development of procedures and
initiatives to satisfy future agency needs (g) Terrain Modeling and
Simulation (M&S) Activities: to include such ventures as, (1)
Requirements Definition and Analysis of all M&S systems requiring
terrain data, identification of specific data resolutions levels and
data structure, coding and attribution, (2) Outreach Activities
including direct interface with M&S system operators in order to
enhance awareness of available terrain products and to test and
evaluate prototype terrain products, (3) Standards, Interoperability
and Product Design in order to represent M&S terrain interests at
approppriate DoD and National Levels, to move MC&G product standards
into the M&S worked, and to develop MC&G to M&S exchange standards, (4)
Terrain Representation and Production to include development and
demonstration of rapid terrain data generation and to
develop/adapt/adopt standard representations for dynamic terrain
effects. The desired support or the above mentioned efforts will
include tasks that may involve the analysis of current production
practices, the evolution of future production methods, study of
technical and programmatic issues and problem areas, evaluation of
existing development projects, and the proposal of new technically
sound analytical principles and practices in a professional manner to
arrive at quality recommendations which have a clear audit trail and
acceptable documentation. DMA will award a single contract for one base
year and four option years. In order to be considered for award, an
offeror must have approved facilities and personnel for storage and
processing of classified data up to the DoD TOP SECRET level.
Performance of the contract will require access to sensitive
compartmented information (SCI). All requests for the solicitation
shall be in writing to the address listed above. Requestors are asked
to specify their business size and the SIC code(s) under which they
operate. This procurement is being solicited under Standard Industrial
Classification Code 7373. Faxed requests will be accepted; however,
telephone requests will not. Release of this solicitation is
