366-4215 The primary objective of this proposed contract is to perform
in situ tests at National Geotechnical Experimentation Sites in order
to provide base line subsurface characterizations. The FHWA plans to
negotiate a contract with the Louisiana Transportation Research Center
(LTRC) in accordance with Federal Acquisition Regulation 6.302-1. It
is believed that LTRC is the only responsible source and that no other
supplies or services will satisfy agency requirements because their
geotechnical research vehicle is the most unique, advanced,
state-of-the-art vehicle of its kind in the U.S. The equipment is all
state-of-the-art that was developed as a unique system for in situ
