The FHWA plans to negotiate a contract with the Louisiana Transportation Research Center (LTRC) in accordance with Federal Acquisition Regulation 6.302-1. It is believed that LTRC is the only responsible source and that no other supplies or services will satisfy agency requirements because their geotechnical research vehicle is the most unique, advanced, state-of-the-art vehicle of its kind in the U.S. The equipment is all state-of-the-art that was developed as a unique system for in situ characterization (0109)
