36 months. Research and development sources are sought to develop,
implement, and demonstrate a capability to automatically update
geospacial data in near-real-time using available intelligence data.
Included shall be a capability to perform automatic image registration
without the use of DFAD and to extract feature information of
appropriate scale/resolution to support mission requirements. Develop
adjustment and visualization tools that will enable the user to display
the data in the format needed to support operational requirements using
ANS techniques. Respondees must demonstrate an understanding in the
areas of large spatial on-line cartographic databases, the problems
associated with the utilization of information extracted from
multispectral and multisource imagery, intelligence data, cartographic
source material, and the variety of large digital cartographic
databases within the Air Force. In addition, they must demonstrate
capabilities in artificial neural systems, expert systems, object
orientation, hypermedia, conventional systems and spatial data
processing techniques. Top Secret/SCI clearances will be required for
performance. A Cost-Plus-Fixed Fee completion type contract is
contemplated. Potential offerors are advised that a conventional
solicitation will not be issued. The solicitation will appear in a
subsequent edition of the Commerce Business Daily. Concurrent with
publication of the solicitation, a supplemental package will be mailed
to all respondees. Provide address information to ATTENTION: Lt

supplemental packages and/or amendments to the solicitation. No
telephone requests for the solicitation will be honored. All requests
must reference code I-5-4714-L and contain the respondent's Commercial
and Government Entity (CAGE) code. All responsible sources may submit
a proposal to the solicitation which shall be considered. The
solicitation will be released no sooner than 01 May 1995. An Ombudsman
has been appointed to hear significant concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. Routine questions, such as clarifications of the Statement
of Work or the terms and conditions, are not considered to be
''significant concerns'' and should be communicated directly to the
Contract Specialist, Lt Jennifer Stock, 315-330-7221. The purpose of
the Ombudsman is not to diminish the authority of the contracting
officer or program manager, but to communicate contractor concerns,
issues, disagreements and recommendations to the appropriate Government
