COMPLETION: 36 months. Research and development sources are sought to develop, implement, and demonstrate a capability to automatically update geospacial data in near-real-time using available intelligence data. Included shall be a capability to perform automatic image registration without the use of DFAD and to extract feature information of appropriate scale/resolution to support mission requirements. Develop adjustment and visualization tools that will enable the user to display the data in the format needed to support operational requirements using ANS techniques. Respondees must demonstrate an understanding in the areas of large spatial on-line cartographic databases, the problems associated with the utilization of information extracted from multispectral and multisource imagery, intelligence data, cartographic source material, and the variety of large digital cartographic databases within the Air Force. In addition, they must demonstrate capabilities in artificial neural systems, expert systems, object orientation, hypermedia, conventional systems and spatial data processing techniques. Top Secret/SCI clearances will be required for performance. A Cost-Plus-Fixed Fee completion type contract is contemplated. Potential offerors are advised that a conventional solicitation will not be issued. The solicitation will appear in a subsequent edition of the Commerce Business Daily. Concurrent with publication of the solicitation, a supplemental package will be mailed to all respondees.
