The Naval Research Laboratory (NRL) wishes to procure a turn-key Instrument Calibration Facility System (ICF), for the calibration of in-water and field spectrometers and aircraft imaging spectrometers. The ICF shall contain several test instruments capable of independent optical parameter measurements. A specific configuration of these test instruments shall be used to define each test unit. The ICF shall include the following basic set of calibration test units (CTU's), listed immediatley after the title of the test unit is a brand name product that will meet the Government's minimum requirements for that particular test unit: (1) Irradiance Test Unit (ITU), Optronic Laboratories, Model OL FEL-M Lamp with OL 61 Lamp Holder, OL 62 Alignment Jig, OL 63 Adjustable Lamp Holder Mount and OL 83A Programmable Current Source, or any equal product(s); (2) Spectral-response Test Unit (STU), Optronic Laboratories, Model OL 750S Specroradiometer and the necessary detectors, filters, gratings and acessories, or any equal product(s); (3) Radiance Test Unit (RTU), Labsphere Inc's., Model Unisource 4000 with optional Spectralon baffles, or any equal product(s); (4) Diffuse-reflectance Test Unit (DTU), Areotech Inc's., Model ART 315-U-5-41 plus controller and software, or any equal product(s); (5) Optical-transfer-function Test Unit (OTU), Aerotech, Inc's., Model OEM2P Laser, or any equal product(s); Support equipment which shall include: (6) one 486DX2 66MHz PC system; (7) one low-resonance lightweight optical table, Newport Klinger's, Model RPR-46-12 and 4 Model 1-200 air suspension legs, or any equal product(s); (8) one low-resonance lightweight optical table, Newport Klinger's, Model RPR-48-12 and 4 Model 1-200 air suspension legs, or any equal product(s). Acceptance test plan and acceptance testing shall be required. Prospective vendors should request, in writing, a copy of solicitation number N00014-95-R-SE03. RFP to be issued on or about 1 May 1995.
