Administration (FAA), Western-Pacific Region has a requirement for
additional components of a multiplexing/transceiver system at the Los
Angeles Airport. The FAA intends to solicit and negotiate on a sole
source basis with Racal-Datacom, Inc., 15910 Ventura Blvd., Suite 1802,
Encino, CA. 91316, under the authority of 41 USC 253 (c) (1), as
implemented by FAR 6.302-1, unless additional sources are located. The
FAA intends to purchase the following items. A. Chassis Standard,
Racal-Datacom Part No. 950001, Quantity - 4. B. AC Power Supply,
Racal-Datacom Part No. 850014, Quantity - 8. C. 1300NM/15 DBM,
Racal-Datacom Part No. 850005, Quantity - 8. D. Switch Module,
Racal-Datacom Part No. 850015, Quantity - 8. E. Network Mgm. Module,
Racal-Datacom Part No. 850001, Quantity - 4. F. 4 Wire VF Module,
Racal- Datacom Part No. 850026, Quantity - 6. G. Rack Mounting Kit,
Racal-Datacom Part No. 850031, Quantity - 4. This equipment is required
on a brand name basis as it must be completely and totally compatible
with existing Racal-Datacom equipment and interface directly with other
FAA equipment. A market survey was conducted on the original system and
previous contracts for additional components and the results support
the Government's determination to solicit and negotiate with only one
source. Items/equipment proposed other than or different from that
listed above WILL NOT be considered. Those contractors capable of
providing the above equipment shall submit, in writing, to the above
named individuals, complete technical and pricing information within
fifteen (15) calendar days after the date of first publication of this
notice. Any responses to this notice must provide technical and
pricing data and any other information necessary to substantiate
capability to meet the entire requirement. The final determination
regarding issuance of a solicitation will be based solely upon the
technical data submitted demonstrating capability to meet the
requirements. As a result of analyzing responses to this synopsis of
intent, the Contracting Officer may determine that a solicitation will
be issued. If a solicitation is issued, no additional synopsis will be
published. Any such solicitation will be issued to the intended vendor
and all capable firms that respond to this synopsis of intent or

notice BELOW is for informational purposes for Minority, Women-Owned
and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment, and performance bonds up to 1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Programs (STLP), at prime interest rates to provide accounts receivable
financing. The maximun line of credit is $500,000. For further
