However, all wishing to qualify must be compatible in form, fit and function with existing equipment, and all responsible sources may submit a proposal which shall be considered by the Government. The U.S. Army Communications Electronics Command (CECOM) has established an Electronic Bulletin Board (EBB) to provide electronic transmission of Request for Proposals (RFP's) and Invitations for Bids (IFB's) from Government to industry.
