Langley Research Center, Hampton, Virginia, intends to procure the
following modifications, assembly and test support services for the
large-scale scramjet Concept Demonstration Engine (CDE) on a
sole-source basis from the Pratt & Whitney Division of United
Technologies, Government Engines and Space Propulsion, West Palm Beach,
Florida. The CDE, designed and fabricated by Pratt & Whitney, was
tested at Mach 7 flight conditions in a prior hypersonic program. The
test engine is a heat sink design, mounted on a six-axis thrust
measurement system, and contains approximately 1,000 instrumentation
sensors, and uses gaseous hydrogen in the engine fuel system. Tasks
will include engine dismount, disassembly, hardware refurbishment and
test support of the CDE for a Mach 5 program. Hardware unique to the
Mach 5 test configuration will also have to be designed and procured.
Hardware refurbishment should include, but is not limited to, cowl lip
airflow rakes, inlet strut leading edges, cowl leading edge and
high-speed fuel injectors. Lessons learned from the Mach 7 test program
should be factored into the design/fabrication of any new hardware and
the refurbishment of the existing hardware. An optional task will also
be solicited for the conversion of the CDE to hydrocarbon fuels. This
acquisition is being conducted pursuant to 10 USC 2304(c)(1), as
implemented by FAR 6.302-1. It is anticipated that a non-competitive
solicitation will be issued to Pratt & Whitney at the conclusion of
this 15-day publication time, on or about 05/02/95. See numbered note
