Price Supply type contract to Motorola, Inc. Government Systems
Technology Group of Scottsdale, Arizona, for Network Encryption
Systems(NES). Motorola, Inc. is the only National Security
Agency-approved and Department of the Navy-approved manufacturer of the
NES. 0001 Improved Performance 802.3 Network Encryption System
(including User Manual), Rackmount Version, Motorola Part Number 01-
P37200A0013, 2 each. 0002 Improved Performance Dual Stack LAN/
INTERNET, including Software Disk, License Package, and 12-month
Maintenance, Motorola Part Number 78-P35604N, 2 each. 0003 Product
Server Software, including Software Dick, License Package, and System
Administration Manual, Motorola Part Number 78-P37484M, 1 each. 0004
802.3 Accessory Kit Thick Net (10 BASE 5), including: One Ethernet
Cable/Tranceiver, One TEMPEST Ethernet Cable/ Tranceiver, Spare Battery
and Fuses, Motorola Part Number 78- P39926L, 2 each. SALIENT FEATURES
OF THE NES: The Network Encryption System is a network security device
designed in accordance with Secure Data Network Standards (SDNS) and
endorsed and approved by the National Security Agency and the U.S. Navy
to handle Government classified (TYPE I) data up to the Top Secret
level. The NES must provide data confidentiality, data integrity, peer
identification and authentication and mandatory/discretionary access
control services. --The internal design of the NES shall be based on a
security kernel with an open architecture to support a variety of
commercially available VME Input-Output processor boards and loadable
application software. --The NES hardware shall be factory-configured to
customer specifications, with the appropriate I/O processor boards and
ready for field installation of software for particular Navy needs.
--The NES shall be able to be configured using a 3.5-inch floppy
configuration disk that is created at the Motorola Product Server
already in place in Code 70. This configuration disk shall contain the
application software, identify-based access control (IBAC) tables,
static routing tables and other configuration information. --This
software shall be totally compatible with the Network Encryption System
when this 3.5- inch floppy disk is inserted in the Network Encryption
System disk drive. --The NES shall be keyed using material supplied by
the NSA Electronic Key Management System (EKMS). --A KSD-64A
containing a non-forgeable certificate and the NES identity and
security classification shall be loaded at the NES front panel. This
key shall be an Operational Key, or a Seed Key to receive Operational
Keys electronically. --The front panel of the NES unit shall include a
key port, a 16-character display, floppy disk, power switch, fuse,
battery compartment and LED status indicator. --The traffic encryption
keys of the NES shall be created and destroyed automatically, and
never reside outside of the security kernel. -- The NES shall be able
to support multiple security communities operating on a BLACK network.

1.0 and 2.0. --Operator Interface: 16 Character Single-Line Liquid
Crystal Display, Multicolor LED Status Indicator, Datakey Port
(KSD-64A), Zeroize Function, 3.5-inch Disk Drive for loading
application software configuration and storing audit information,
Security Battery Compartment, Power ON/OFF switch, Fuse, Host and
Network Side Asynchronous RS-232 Diagnostic Ports. --Performance:
1.4Mbps (half duplex), At least 220 Packets Per Second (128 byte
packets). - -Physical Characteristics: 17-inch height, 7 inches wide,
18-inch depth, 28 pounds, Stand-alone Cabinet with Rack-mountable
Brackets. --Environmental: Zero degrees Centigrade (C) to +50 degrees
C Operating, -40 degrees C to 85 degrees C Storage, 90% Relative
Humidity (non-condensing) Operating, 95% Storage. --Power: 90 to 125
VAC at 47 to 63 Hz Single-Phase, 100 Watts typical Power Consumption.
--Certification and Endorsement: NSA Type I COMSEC up to Top Secret,
U.S. Navy Type I COMSEC up to Top Secret, TEMPEST- approved, Tamper
protected, CCI (Controlled Cryptographic Item) rating. --Key
Management: Meets Secure Data Network System (SDNS) Standards, Supports
both physical and electronic Key distribution, Single Crypto Ignition
Key (CIK) support, Up to 250 active traffic encryption keys (least
recent used algorithm), Up to 16 simultaneous SDNS Key Management
Exchanges for traffic Key generation. --Security: Unit is unclassified
when the configuration floppy disk and physical Crypto Ignition Key is
removed. COMPATIBILITY REQUIREMENTS: --Compatibility/ Interoperability:
100% compatible and interoperable with Motorola Improved Performance
802.3 Network Encryption Systems already in use at NUWC and other Navy
activities that the NES will be interfacing with. --100% compatible
with the Motorola Product Server Software that is already in use at
NUWC. --Functionality: Functions so similar to the Motorola Network
Encryption Systems already in place that Motorola-trained personnel do
not require any retraining to operate the NES. FOB Destination.
