intends to negotiate with National Opinion Research Center, Dupont
Circle Building, Suite 500, 1350 Connecticut Avenue, NW, Washington,
D.C. 20036, under the authority of FAR 6.302-1 to award a contract for
a secondary analysis of the California Drug and Alcohol Treatment
Assessment (CALDATA) data set, focusing on treatment outcomes for
women, particularly those involved with the welfare system, and, if
sample size permits, the child welfare system. It is believed that NORC
is the only organization qualified to successfully undertake and
complete this project. In addition to having considerable experience
using this data and expertise in the field of alcohol and drug
treatment outcomes research, NORC collected this data under contract
with the state of California and, under that contract, they have sole
access to the data until 1997. NORC designed and collected the database
to be analyzed and have unique insights regarding its strengths and
limitations and will be able to perform the requested analyses with
little start up time. The purpose of this synopsis is to determine
whether there may be other sources with requisite qualifications to
perform the work described above. Any organization capable of
performing a similar analysis without a costly and significant delay
should submit a statement of capabilities with documentation supporting
its ability to meet the Government's requirements as described above.
