officer for this project is Ronald Miller. The Government plans to
acquire an Indefinite Delivery, Indefinite Quantity contract to perform
conference coordination. The contract will have a base year and one
option year. Each year of the contract will contain optional line items
as well as firm line items. The base year and the option year each will
have a Not-to-Exceed contract amount of approximately $75,000.00. The
office of the Secretary of Defense through the Office of Economic
Adjustment (OEA) in cooperation with the Services (Army, Air Force, and
Navy) will host a series of conferences in the Fall of 1995 to discuss
Base Closure and Realignment Commission actions with the affected
community leaders. These conferences will be between two and four days
in length with the contractor expected to provide the listed services
and tasks described in detail below. Task 1, Logistics: The contractor
is responsible for securing a suitable hotel and conference facility
and conducting all negotiations with the hotel prior to, during and
after the conference. Task 2, Registration: The contractor is
responsible for the full range of administrative and registration
services including: 2.1 - Establishing a data base of community points
of contact, federal officials, military members, and designated others
attending the conference as a participant or observer. Task 3,
Conference Materials: The contractor is responsible for xeroxing and
assembling all conference materials and preparing a conference binder
with a uniform look. Task 4, Conference Coordination: The contractor
will work with the OEA project manager and OEA contract administrator
to ensure a smooth running conference. 4.1 - Contractor will provide
OEA with a comprehensive timeline detailing all tasks within 10 days of
the signed contract. Task 5, Conference Reports: The contractor will
provide summary notes on all general sessions and those break-out
sessions as directed by OEA (no more than two break-outs will require
notes at one time). 5.1 - Provide OEA with an after-action report
within 30 days following the conference. The report will include a
compilation of conference critiques, notes on all general sessions and
those breakouts directed by OEA, and a detailed accounting of
conference expenses. 5.2 - Reproduce and mail to all conference
registrants an edited version (accomplished by OEA) of the notes on all
conference sessions. The acquisition method is negotiated procurement.
Evaluation by the Government will result in selection of firm that
represents the best advantage to the Government. All responsible
sources may submit a proposal which will be considered by the agency.
