D--PROPOSAL PREPARATION INSTRUCTIONS: (1) General Instructions: All
responsible sources may submit a proposal which shall be considered
against the criteria set forth herein. Offerors should apply the
restrictive notice prescribed in the provision at FAR 52.215-12,
Restriction on Disclosure and Use of Data, to trade secrets or
privileged commercial and financial information contained in their
proposal. Proposals must reference the above PRDA Number. Proposals
must be submitted in an original plus five copies. Offerors should
consider instructions contained in the ''Proprietary Information'' and
''When and How to Submit'' sections of the AFMC 64-101 copies of which
are available by writing to: AFDTC/BC, 205 West D Avenue, Suite 449,
Eglin AFB, FL 32542-6863, or telephone (904) 882-2843. AFMC Form 190
(also known as AFSC Form 91), Policy Agreements, does not apply to
Program Research and Development Announcements (PRDA). Additional
proposal questions should be directed to one of the points of contact
listed elsewhere herein. Offerors are advised that only contracting
officers are legally authorized to bind contractually or otherwise
commit the Government. (2) Proposal: A technical and cost proposal,
submitted in separate volumes, is required and must reference the above
PRDA number. Technical and cost proposals must be valid for 180 days.
(a) Cost Proposal: The accompanying cost proposal/price breakdown shall
include a man-hour breakdown by task, a cost element summary (labor,
overhead, travel, G&A, etc.), and a SF 1411. (b) Technical Proposal:
The technical proposal shall include a discussion of the nature and
scope of the research and the technical approach. Additional
information on prior work in this area, descriptions of available
equipment, data and facilities, and resumes of personnel who will be
participating in this effort should also be included as attachments to
the technical proposal and are not included in the page limit. The
technical proposal shall include a Statement of Work (SOW) detailing
the technical tasks proposed to be accomplished under the proposed
effort and suitable for contract incorporation. Offerors should refer
to the WL Guide referenced in Section A to assist in SOW preparation.
Public Law 98-94, withholding of unclassified technical data from
public disclosure applies. Offerors must submit approved DD Form 2345,
Export-Controlled DOD Technical Data Agreement with their proposal.
Any questions concerning the technical proposal or SOW preparation
shall be referred to the Technical Point of Contact cited in this
announcement. (c) Page Limitations: The technical proposal shall be
limited to 100 pages(12 pitch or larger types), double-spaced,
single-sided 8.5 by 11 inches. Pages in excess of this limitation will
not be considered by the government. Cost proposals have no
limitation, however, offerors are requested to keep cost proposals to
75 pages as a goal. Offerors are encouraged to be concise and direct.
(6) Preparation Cost: This announcement does not commit the government
to pay for any response preparation cost. The cost of preparing
proposals in response to this PRDA is not considered an allowable
direct charge to any resulting or any other contract. It is, however,
an allowable expense to the normal bid and proposal indirect cost as
specified in FAR 31.205-18. E--BASIS FOR AWARD: The selection of one or
more sources for award will be based on an evaluation of an offeror's
response (both technical and cost aspects) to determine the overall
merit of the proposal in response to the announcement. The technical
aspect, which is ranked as the first order of priority, shall be
evaluated based on the following criteria which are of equal
importance: (a) Technical approach, 1. S&RE Supportability--a.
Reliability and Maintainability/Parts Control, b. Quality Assurance, c.
Integrated Logistics Support, and d. Safety. 2.
Design/Fabrication/Integration--a. S&RE Design and Fabrication, b.
Ground/Flight Testing. (b) Qualification--1. The experience and
qualifications of personnel, 2. The quantity and quality of corporate
experience. (c) Management--The degree to which the offeror
demonstrates the ability to effectively and efficiently manage and
administer the program to a successful conclusion, (d) Facilities--The
degree to which the proposed facilities enable accomplishment of the
proposed effort. The cost aspect is ranked as the second order of
priority and shall be evaluated based on the following criteria which
are of equal weight: (a) reasonableness, (b) completeness, (c) realism.
No other evaluation criteria will be used. The technical and cost
information will be evaluated at the same time. The Air Force reserves
the right to select for award of a contract, grant or cooperative
agreement any, all, part, or none of the proposals received. Award of
a grant to universities or nonprofit institutions or cooperative
agreement, in lieu of a contract, will be considered and will be
subject to the mutual agreement of the parties. ''This is to notify
potential proposers that are institutions of higher education that they
will be asked to accept the following article in any grants or
cooperative agreements awarded under this announcement'': ''As a
condition for receipt of funds available to the Department of Defense
(DOD) under this award, the recipient agrees that it is not an
institution that has a policy of denying and that it is not an
institution that effectively prevents the Secretary of Defense from
obtaining for military recruiting purposes (a) entry to campuses or
access to students on campuses, or (b) access to directory information
pertaining to students. If the recipient is determined, using
procedures established by the Secretary of Defense to implement section
558 of Public Law 103-337 (1994), to be such an institution during the
period of performance of this agreement, and therefore to be in breach
of this article, the government will cease all payments of DOD funds
under this agreement and all other DOD grants and cooperative
agreements, and, it may suspend or terminate such grants and agreements
unilaterally for material failure to comply with the terms and
conditions of award.'' ''If your institution has been identified under
the procedures established by the Secretary of Defense to implement
section 558, then: (1) no funds available to DOD may be provided to
your institution through any grant, including any existing grant, (2)
as a matter of policy, this restriction also applies to any cooperative
agreement, and (3) your institution is not eligible to receive a grant
or cooperative agreement in response to this solicitation.'' F--POINTS
