This is a request for proposal for the acquisition of an unlimited site license for Interbase TM, the Database Management System (DBMS) used in the Advanced Field Artillery Tactical Data System (AFATDS). The Government intends to solicit and negotiate a sole source contract with Borland International, 100 Borland Way, Scotts Valley, CA. as per justification for other than Full and Open Competition, Authority 10 U.S.C. 2304 (c)(1), only one responsible source, FAR 6.302.1 (b)(2). Borland is the sole developer of this software and holder of the data rights for Interbase TM. However, all responsible sources may submit a proposal which shall be considered by the agency. Solicitation DAAB07-95-R-E413 will be released via the CECOM Electronic Bulletin Board (EBB). To become a user of the EBB you will require a User's Manual, Idenfification Code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system.
