shall provide all labor, material, equipment, transportation, and
supervision required for waterfront improvements at USCG Sta New London
with options for SARDET Fishers Island, NY and dredging at Sta New
London as follows: BASE BID - WATERFRONT IMPROVEMENTS AT USCG STA NEW
LONDON, CT (New London County) - Work includes removal of existing
floats and pier, reconfiguration and installation of new floats and
gangways, and incidental related work. Three new concrete floats will
be installed: one float is 8' x 40' and will be contractor- furnished;
two floats will be government-furnished, and measure 8' x 56'.
Existing services such as fuel, electricity, & lighting will be
relocated to accommodate the new float configuration. This project
effort is to follow a US Navy seawall improvement project which is
scheduled for completion mid-to-late November 1995. It is anticipated
that on-site work at Station New London will not begin until 1 December
1995. OPTIONAL BID #1: WATERFRONT IMPROVEMENTS, USCG SARDET, FISHERS
ISLAND, NY (Suffolk County) - Work includes extension of existing
timber pier, installation of a new 8' x 32' concrete float with 3 guide
piles and new gangway, installation of new electrical shore tie outlet,
and incidental related work. The new pier extension will measure 25' x
82'. OPTIONAL BID #2: MTN DREDGING AT USCG STA NEW LONDON, CT (New
London County) - Work includes maintenance dredging to remove
approximately 4,000 cubic yards of material in accordance with State of
CT permits. Permits will require approximately 20,000 cubic yards of
clean cap material and the submittal of an approved capping plan. SIC
code is 1623. Estimated cost of this project is between $250,000 and
$500,000. Solicitation packages to be available on or about May 10,

opening date to be on or about June 14, 1995. This procurement is being
issued pursuant to the Small Business Competitiveness Demonstration
program and is open for bidding to both small and large business
concerns. INFORMATION PERTAINING TO MINORITY, WOMAN OWNED, AND
DISADVANTAGED ENTERPRISES: The Department of Transportation (DOT)
Office of Small and Disadvantaged Utilization (OSDBU), has programs to
assist minority, woman-owned, and disadvantaged business enterprises
to acquire short term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
