(NOCA). The Phillips Laboratory Space Experiments Directorate (PL/SX)
anticipates solicitation of one phase of its Advanced Technology
Transition Demonstration (ATTD) under Phase I of the MightySat
experimental satellite program. A Sources Sought Synopsis was released
on 6 and 9 Feb 95, number F29601-95-R-0022. The solicitation will be
released on or about 1 May 95 with the date for receipt of proposals 30
days after issue. MightySat Phase I is for the refurbishment and flight
of an existing small spacecraft bus, which is residual hardware from a
prior government contract with CTA of McClean, VA. The program will
involve hardware, software, and associated engineering for the
refurbishment of the existing, government-owned micro satellite bus,
integration support for a set of PL experimental payloads, and launch
and on-orbit operations support. This effort will be limited to a
single micro-satellite mission using the CTA-developed spacecraft bus,
and is expected to be between $1M and $2M in contracted costs. The
expected term of this work will be from 3QFY95 to 2QFY98. The large
majority off the effort is expected to be completed in the first 12
months to support a required Dec 96 launch. The Government intends to
solicit this effort from CTA on a sole-source basis. CTA is the only
known source for the requirement based upon the lack of a sufficient
data and documentation package for ground support equipment, drawings,
software listings, etc. for the government-owned satellite, the
familiarity of CTA with the government-owned small satellite system,
and the required delivery schedule. Any other parties requesting the
RFP must send a letter stating such, including their assigned
Commercial and Government Entity (CAGE) and size of business. The SIC
code for this effort is 8731 with a small business size standard of 500

copy of the solicitation will not be honored. Foreign firms are
advised they will not be allowed to participate as the prime
contractor. The research and test data produced under a resultant
contract may contain Military Critical Technology List (MCTL)
information whose export is restricted by the Export Control Act (Title
22, U.S., Sec. 2751, et seq.) or the Export Administration Act of 1979,
as amended (Title 50, U.S.C., App. 2401, et seq.). Only those companies
that are on the Qualified Contractors Access List (QCAL) may receive
