The Department of Energy, Albuquerque Operations Office (DOE-AL) intends to procure on a sole source basis the expansion of the Optical Remote Module (ORM) telephone switch located on the Kirtland Air Force Base, New Mexico. The intended contractor is AT&T, Network Systems, Guiliford Center, P.O. Box 20046, Greensboro, NC 27420. The expansion of the ORM telephone switch will include the purchase, installation and testing of two drawers within the Integrated Services Line units (ISLU) and 256 2B1Q Line Cards within Switching Module 9. The detailed specifications will be included within the request for proposal. It is anticipated that a Firm Fixed Contract will be issued with a performance period to include 30 days for delivery of the specified equipment and 30 days for installation and testing. This sole source acquisition is based on 41 USC 253(c)(1)-Supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy the agency requirements, full and open competition need not be provided. AT&T is the original equipment manufacturer and retains exclusive rights for the expansion, upgrade, and installation of equipment and software within their equipment. Interested firms may identify their interest and capability in response to the equipment service requirements and submit pricing, sufficient technical data to allow evaluation of the expansion of the ORM telephone switch proposed, a statement from the OEM authorizing transfer of expansion, upgrade, and installation rights, and a point of contact with phone number. (SEE NUMBERED Note 22). The SIC number is 3661 and the size standard is 1,000 employees. Responses to this notice of intent must include the appropriate GSA contract number pertaining to the services described (if applicable) and should provide information as to whether your organization (together with its affiliate) is a large or small business. This acquisition is being conducted under the regulatory delegation of GSA's exclusive procurement authority for FIP resources. The specific GSA DPA case number is not applicable.
