473-5216. Presolicitation Notice for Construction/Addition to the
Aerial Port Training Facility/Mobility Storage Building No. 130, P/N
PJVY909875, 167th AG, WV Air National Guard Base, Eastern WV Regional
Airport-Shepherd Field, Martinsburg, WV 25401-7704. Project consists of
two separate building additions to the Facility. One addition is to be
a drive through delivery addition to include an indoor wash facility,
and an outdoor wash facility for trucks. The second additions to be a
parachute drying tower with drive-through capability for the delivery
of parachutes, with interior systems for hoisting and drying
parachutes within the full height of the tower. The work consists of
furnishing all materials, plant, labor and equipment necessary for the
construction of a seventy-four foot steel frame tower of industrial
building type constructon with interior hoists, catwalks, ladders and
fan supported heating system which will allow for the hoisting,
inspection, drying and packing of large parachutes. The lower section
of the tower shall be of unit masonry construction to match the
existing building. The upper portions of the tower will be of double
wall metal panel construction with insulation and air space between
panels supported by metal studs secured to the steel frame of the tower
construction, panels, and colors to match the existing building. The
aerial delivery room addition will be of similar steel frame, and metal
panel construction with a unit masonry construction base wall. The
additions will be supported by site work to include concrete paved wash
rack, asphalt roads, and parking areas, and sewer and storm drain
construction to connect to existing utilities. The truck washing areas
(indoor and outdoor) will be connected to an oil-water separator unit,
(including internal oil storage) to filter oil from wash water prior to
acceptance into the existing sewer system. Estimated construction cost
is between $250,000 - $500,000. Estimated construction is 170 calendar
days. Presolicitation notice to be sent on or about April 17, 1995. Cut
off date for responses to presolicitation notice is May 2, 1995. IFB
Solicitation issue date on-or-about May 30, 1995. Pre-bid conference
on-or-about June 13, 1995, 11:00 am local time at the Air Guard Base.
Bid open date/time on or about July 11, 1995, 11:00 am local time at
the Air Guard Base. Plans and specifications are reserved for general
contractors only and may be obtained from the USPFO for West Virginia,
Attn: Contracting, 50 Armory Road, Buckhannon, WV 26201-2396 by
written request. Replies to this notice and the solicitation notice
must indicate the firm's size status such as large business, small
business, small disadvantaged business or 8(a). The Standard Industrial
Classification (SIC) Code is 1541. The applicable small business size
standard including affiliates is no more than $17.0 average annual
revenue for the previous three years. There will be no charge for the
plans and specifications. Requests are limited to one set each per
general contractor. The plans and specifications may be viewed at the
USPFO for West Virginia Contracting Office or the Office of the Base
