The U.S. Army Engineer Division, Huntsville, intends to procure a basewide contract for energy conservation projects at the U.S. Army Military Academy, West Point, New York. This procurement is restricted to those firms on the DOD prequalified ESPC list for all technologies established as of 1 Jan 95. This acquisition is in accordance with the Energy Policy Act of 1992, Public Law 102-486, 42 USC 8287, and Defense Energy Program Policy Memorandum 94-2. A firm-fixed price requirements contract is anticipated. The contract term is not to exceed 25 years. It is anticipated that the solicitation will be issued on or about 20 May 95 and proposals received on 30 Jun 95. A preproposal conference will be conducted to familiarize potential offerors with the site and specific work requirements. Technical evaluation factors will be set forth in the solicitation. The Standard Industrial Code applicable to this procurement is 8999.
