FAA Technical Center is seeking sources which are interested in
providing engineering services and technical support to the FAA
Aeronautical Data Link (Airborne) Program (FAATC/ACT-350). This support
will be for the acquisition of products and services to enhance the
flight simulation capability at the FAA Technical Center. This support
will incorporate both engineering services and technical support
services. The scope of the engineering services requirement will
include the construction of reconfigurable cockpit simulators (RCS) for
a range of transport aircraft including software development to support
their operation. This includes: a) support for the development and
research into new displays and flight management software in support of
data link, b) incorporation of force loading on controls to replicate
modeled aircraft, and c) incorporation of a motion based system meeting
the requirements for a Level B simulator. Simulators must meet the
standards identified in FAA Advisory Circular 120-40B, Airplane
Simulator Qualifications. The scope of the software support
requirements will include: a) software development for aircraft related
functions, b) procurement/installation of specialized hardware/software
to facilitate terrain scene generation, c) software scene development
using Coryphaeus software, d) modification of existing software based
on a software package developed by Computer Technology Associates (CTA)
called Mission Simulator Support (MSS), e) modification of RCS to
support data link services associated with Aeronautical
Telecommunications Network (ATN), and f) technical support for the
planning, design, execution, and analysis of RCS simulation
experiments. Firms should indicate whether they are socially or
economically disadvantaged business, a small business, woman-owned
business, and/or eligible under Section 8(a) of the Small Business Act,
for which the Standard Industrial Classification (SIC) is 7371. This
sources sought is for information only, does not constitute a Request
for Proposal (RFP), and is not to be construed as a commitment by the
Government. The Government will use the information obtained from this
notice to understand the capabilities of the markeplace. All
interested parties should provide, at no cost to the Government, full
descriptive literature demonstrating their capabilities to provide the
above requirements within 30 days after publication of this notice. To
be considered capable, parties must demonstrate the following: (1)
demonstrated performance, including on site inspection of an
operational flight simulator built by the contractor, (2)
knowledge/experience in software packages and protocols identified
above, (3) general knowledge of/experience with performing the types of
tasks shown above, (4) past/current performance as it pertains to
relevant experience in conducting services such as those described, and
(5) corporate capabilities in areas of research, technical,
engineering, analytic, modelling, and software support for those types
of services described above. The Government requests that any
literature provided be limited to six (6) pages, contractor format
acceptable. All of the literature provided in response to this synopsis
