It is the intent of the Government to procure all services and hardware associated with contractor services to include pilots, maintenance team and pilot training to support the government of Sweden Apache helicopter demonstration. All conditions of authority 10 USC 2304(c)(1) exist. There is no competitive technical data package available and a solicitation will not be issued. The Government's minimum needs can only be satisfied by the unique expertise and services available from the prime manufacturer of the Apache Helicopter, McDonnell Douglas Helicopter Systems, 5000 East McDowell Road, Mesa, Arizona 85215-9797.
